Can this open a PDF when I do not know the password?
No. You must supply the current password. Removing encryption without it is not something this or any legitimate tool does.
Why would I remove a password?
Convenience, mostly. Statements and payslips often arrive encrypted with a date of birth or account number, and retyping it every time you open the file gets tiresome. Other tools also cannot process an encrypted file until it is unlocked.
