Why is my extracted text empty?

The PDF is almost certainly a scan — an image of words rather than words. OCR it first to create a real text layer.

Will the layout be preserved?

No, and that is the point. You get the words in reading order without columns, tables or styling. For an editable document that keeps the styling, use PDF to Word.
